India Today in association with the Neilsen Company conducted a survey to list out the top universities in India in the arts, science and commerce streams. A rigorous step by step procedure has been adopted for the same. Institutions of national importance which specialize in only one area of knowledge such as engineering, medicine, law or journalism have not been included in the survey. Due to this reason, premier institutes IIT, AIIMS and NIT have been excluded from the list. The different parameters on which universities were judged were reputation, quality of academic input, faculty, research publications/projects, infrastructure, placement opportunities, and enrollment for higher education. To determine the ranks, in-depth interviews were conducted with experts to verify the above mentioned parameters. Desk research through internet, published reports and Association for India Universities Handbook were also used to generate the list of universities for the survey.

A total of 337 experts (deans, registrars, readers and professors) were shown the list of 160 selected universities and were asked to rate them on identified parameters with an exception to their own university. They were then asked to distribute 100 points across the listed parameters. The overall score of a university was calculated on the basis of the ratings given by the experts on the five key parameters weighted by their importance. A number of 75 universities were then ranked based on their overall scores.
After collecting the factual information from these 75 universities, a comprehensive list of 50 universities who shared the date were selected to be ranked. The weightage of actual and factual information based on the expert opinions was utilized to get the overall score, which has been calculated by giving 50 percent weightage to actual and factual scores. After assigning these weights, the score was indexed to 100. Thus the methodology of ranking provides a comprehensive picture of each university rated.
